Romania's Prospects for Full Schengen Membership by 2025
Romanian Prime Minister Marcel Ciolacu has expressed optimism that Romania could achieve full Schengen membership, including land borders, by March 2025. His remarks came ahead of a government meeting, aligning with ongoing diplomatic efforts and upcoming EU decisions.
Informal Decision Expected Before Presidential Elections
Romania’s presidential elections will be held on November 24, 2024, with a potential second round on December 8, 2024, if no candidate wins outright. PM Ciolacu suggested that an informal decision on Romania’s Schengen accession could be reached before the second round.
A formal vote by the Committee of Permanent Representatives in the EU (COREPER) is scheduled for the Justice and Home Affairs Council meeting on December 13, 2024. If a positive decision is made, land border controls are expected to be abolished by spring 2025.
Hungary Advocates for Romania's Schengen Membership
During the Justice and Home Affairs Council meeting on October 10, 2024, Hungary, the current EU Presidency holder, reported Romania’s progress in meeting Schengen acquis requirements. Although no vote occurred, Hungarian Prime Minister Victor Orban has called for Romania’s full accession to the Schengen Zone by the end of 2024.
Austria's Opposition
Despite meeting all the necessary conditions for Schengen membership, Austria has consistently blocked the accession of Romania and Bulgaria, citing concerns over irregular migration. Last month, Austrian Minister of the Interior Gerhard Karner reiterated that the time for their full membership regarding land borders has not yet arrived.

Prime Minister Ciolacu remains hopeful, citing improved dialogue with Austria as a step toward resolving the deadlock. He has indicated that ongoing discussions and support from other EU countries strengthen Romania’s chances of joining the Schengen Zone soon.

If a favorable decision is reached in December 2024, Romania could finalize its Schengen membership process by March 2025, marking a significant milestone in its EU integration journey.
